Regional Arts Development Officers are funded by the Ministry of the Arts, a state government department, and generally receive a financial contribution towards their operational costs from each of the local government councils in the defined region. Regional Arts Development Officers exist in most of the Ministry of the Arts designated regions in the state, with the exception of the Far North Coast and the Far South Coast where a collaborative approach from local government, towards regional arts development, has been difficult to obtain.

Regional Arts Development Officers usually operate in the capacity of a Chief Executive Officer to a Regional Arts Board, a separately constituted, non-profit, incorporated association which applies for and receives government grants, sponsorship and generates other income in order to carry out its brief. The principal focus of the work of a Regional Arts Development Officer (RADO), is to oversee the development and implementation of arts and cultural infrastructure and activity across the region. In order to do this, the RADO, in conjunction with the Regional Arts Board undergoes a cultural mapping and planning exercise across the region to identify the needs, priorities and potential opportunities. This information forms the basis for a regional strategic plan which the RADO then implements and periodically reviews and evaluates.
The scope of the position is extremely broad and encompasses involvement at a grass roots level (eg work with local arts councils), through to high level political and strategic work (eg lobbying for funds, involvement in state level boards etc.). The work is very intense and demanding, often involving traveling large distances, long working hour and evening and weekend work but is an essential part of the arts and cultural infrastructure associated with regional New South Wales. In the Mid North Coast, the Regional Arts Development Officer is Richard Holloway who covers six local government areas from Taree to Coffs Harbour. The office of the Mid North Coast RADO is based on the Coffs Harbour Education Campus. If you would like to find out more about this position and the work of the Mid North Coast Regional Arts Board, feel free to call Richard on 0266 589400 or email arts@midcoast.com.au.
